According to POBE: The Clean Air Program needs urgent changes
POBE-focused organizations – The Industry Arrangement for Energy Efficiency notes with great concern the lack of the necessary reforms expected by beneficiaries in the Clean Air priority program. The industry organizations share the position of the European Commission and the World Bank that the bottleneck in the Clean Air program is the network of centers authorized to process applications and distribute funds to beneficiaries, limited to 16 points. In our opinion, the program requires rapid expansion of the distribution base, e.g. to include local government units at the level of counties, municipalities, and to include banks in the network.
At the same time, the organizations working under the agreement are calling for the law to be respected regarding the energy classes of heating appliances in the Clean Air Program and other support programs in Poland. Article 7(2) of the Regulation (2017/1369) on energy labeling clearly states that: “…where Member States provide incentives for a product specified in a delegated act, those incentives shall be for the highest two substantially numerous energy efficiency classes or higher classes specified in that delegated act.”
Particularly in the case of supporting solid-fuel boilers (Ordinance 2015/1187 of April 27, 2015) but also other heating devices, the requirements of the framework regulation (2017/1369) are not implemented, and less energy-efficient devices with clearly lower energy classes than required by the regulations are adapted, and relying solely on ecodesign requirements is insufficient.
At the same time, the organizations gathered in the agreement affirm the crucial importance of the Clean Air Program express their readiness to cooperate in further consultations on changes to the Clean Air Program.
